The European Food Safety Authority (EFSA), the European Center for Disease Control and Prevention (ECDC) and the European Medicines Agency (EMEA) have published a joint report on methicillin-resistant Staphylococcus aureus (MRSA), concluding that “food-producing animals such as pigs, veal calves and broiler chickens often carry without symptoms a specific strain of MRSA called CC398.” The report apparently warns that farm workers, veterinarians and their families face the greatest risk of contracting CC398, which has been “associated, albeit rarely, with serious skin and soft tissue infections, pneumonia and blood poisoning in humans.” EFSA has noted, however, that even if food becomes tainted with MRSA, “there is currently no evidence that eating or handling contaminated food can lead to an increased risk for humans.” The agencies have also stated that “as animal movement and contact between live animals and humans are likely to be important factors in the transmission of MRSA, the most…

Commuters and visitors in Washington, D.C., metro stations are being asked, “Who’s Hogging Our Antibiotics?” in a new ad campaign featuring pigs in a trough. The series of ads by the Pew Campaign on Human Health and Industrial Farming is apparently part of the project’s national effort to end what it claims is the misuse of antibiotics in food animal production. The campaign asserts that up to 70 percent of human antibiotics are fed to factory-farm animals that aren’t sick, a practice leading medical groups allege promotes development of deadly strains of drug-resistant bacteria that can spread to humans. “Human antibiotics are routinely misused on industrial farms to compensate for crowded, stressful and unsanitary conditions,” said Laura Rogers, a project director with the Pew Health Group. “The way we are raising our food animals is putting human health at risk.” Versions of the ads will also reportedly appear soon online…

According to the Environment Group of the Pew Charitable Trusts, salmon farming companies producing fish for export to the United States from Canada, Norway and Scotland are using pesticides and antibiotics that do not appear on the FDA/CVM Approved Drugs in Aquaculture list. In an April 23, 2009, letter to the acting Food and Drug Administration (FDA) commissioner, the Pew Environment Group notes how FDA inspections have successfully addressed the use of banned drugs in Chile’s salmon farming facilities and calls for the agency to expand its focus to imports from other countries. Contending that these drugs pose threats to human health and the environment, the group cites detailed evidence suggesting that other countries are using unapproved drugs in salmon aquaculture and asks the FDA (i) whether it intends to require all companies exporting salmon to the United States to adhere to U.S. regulations; (ii) how it reconciles its requirement…

A Johns Hopkins Bloomberg School of Public Health study has reportedly found evidence that houseflies living near poultry operations could contribute to the spread of drug-resistant bacteria among humans. Researchers collected flies and poultry-litter samples from farming operations in the coastal regions of Maryland, Delaware and Virginia, which has “one of the highest densities of broiler chickens per acre in the United States.” Slated for publication in the April 2009 issue of Science and the Total Environment, the results showed similar strains of antibiotic-resistant Enterococci and Staphylococci in both the flies and the litter, leading the study authors to speculate that “flies in intensive production areas could efficiently spread resistance organisms over large distances.” “The findings demonstrate another potential link between industrial food animal production and exposures to antibiotic resistant bacteria,” states a March 16, 2009, press release issued by the school’s Center for a Livable Future.

New York Times columnist Nicholas Kristof recently published two op-ed pieces claiming that high-density pig farms have contributed to an increase in methiciliin-resistant Staphylococcus aureus (MRSA) in rural communities. A March 12, 2009, article titled “Our Pigs, Our Food, Our Health” examines the case of a family physician in northwestern Indiana, where patients reportedly began contracting MRSA at unusually high rates. Although the doctor suspected that the town’s hog farms were linked to the outbreak, he died of a heart attack or aneurysm—possibly the result of his own exposure to MRSA—before concluding his investigation. Yet, Kristof notes that other researchers have documented cases of people developing or carrying MRSA after working on pig farms. As members of the 111th Congress actively consider how to address food-safety issues and debate in committee whether splitting the Food and Drug Administration (FDA) in two would best reform federal oversight, new bills addressing food health and safety continue to be introduced. The most recent include: H.R. 1324 – Introduced March 5, 2009, by Representative Lynn Woolsey (D-Calif.), this bill would update national school nutrition standards for foods and beverages not included in school meals. The proposed legislation, with 101 co-sponsors, was referred to the House Committee on Education and Labor. H.R. 1332 – Introduced March 5, 2009, by Representative Jim Costa (D-Calif.), this measure, titled the “Safe Food Enforcement, Assessment, Standards, and Targeting Act of 2009” or “Safe FEAST Act of 2009,” would amend the Federal Food, Drug, and Cosmetic Act by strengthening FDA’s authority to inspect records during food-related emergencies, recall contaminated products, accredit food-testing laboratories, and…

“A far cry from the innocent image of Winnie the Pooh with a paw stuck in the honey pot, the international honey trade has become increasingly rife with crime and intrigue,” claims a recent Seattle Post-Intelligencer (Seattle P-I)investigative report on the widespread practice of “honey laundering,” the illegal practice of transshipping products through other countries to avoid U.S. import fees, protective tariffs or taxes. In addition, the global market is “plagued by foreign hucksters and shady importers who rip off conscientious U.S. packers with honey diluted with sugar water or corn syrup – or worse, tainted with pesticides or antibiotics.” Seattle P-I allegedly found that (i) “tens of thousands of pounds of honey entering the U.S. each year come from countries that raise few bees and have no record of producing honey for export”; (ii) “only a small fraction [of honey] is inspected, and seizures and arrests remain rare”; and (iii)…

Reversing a position it took in July 2008, the FDA has issued a notice announcing the withdrawal of a final rule that prohibited the extra-label use of cephalosporin antimicrobial drugs in food-producing animals. As we noted in issue 266 of this Update, the FDA issued its prohibition “based on evidence that extralabel use of these drugs in food-producing animals will likely cause an adverse event in humans and, as such, presents a risk to human health.” According to the November 26 notice, “The agency received many substantive comments on the order of prohibition. Therefore, to allow more time to fully consider the comments, FDA has decided to revoke the order so that it does not take effect November 30, 2008.” Should the agency again decide to ban use of the drugs, it will provide a public comment period before implementing it. The UK Soil Association has reportedly urged veterinarians to limit their penicillin use after health officials found that cows from one unidentified English farm are carriers of extended-spectrum betalactamase (ESBL) E. coli, a rare antibiotic-resistant strain of the disease. Although the organic watchdog noted that the government has asked the farmer and his family to follow strict hygiene procedures, regulators have not placed any restrictions on the movement or sale of the infected herd. “The government often calls on doctors to prescribe antibiotics less often. But similar advice needs to be given to veterinary surgeons and farms,” stated a policy advisor for the Soil Association, which, as of 2009, will also no longer certify organic farms that treat their livestock with a class of antibiotics known as cephalosporins.
