The Pew Charitable Trusts and Center for Science in the Public Interest (CSPI) have released an October 2014 report urging the U.S. Department of Agriculture (USDA) to reevaluate its current meat and poultry inspection system. Seeking to identify innovations that could better protect consumers, Meat and Poultry Inspection 2.0 compares U.S. regulations to those used in Australia, Denmark, the Netherlands, New Zealand, and Sweden. French Health Minister Marisol Touraine has reportedly proposed a law that would establish standards for ingredient transparency in mass-produced food, blank cigarette packets and “fixing rooms” that allow drug addicts to inject themselves in a safer environment, as well as impose fines—or possible jail sentences up to one year—for selling “products that make alcohol appear pleasant.” The draft law’s binge drinking provisions have attracted media attention for their seeming contradiction with French culture, but a 2013 report from France’s National Institute for Prevention and Education in Health found that excessive consumption of alcohol among French young people is rising, with as many as one in six children between ages 11 and 14 reporting that they have been drunk at least once. Under the proposed law, “Directly provoking a minor to excessive consumption of alcohol will be punished by a year imprisonment and a fine of €15,000.” The law would reportedly…

The European Food Safety Authority (EFSA) has published a scientific opinion calling chronic dietary exposure to perchlorate a potential concern, “in particular for the high consumers in younger age groups of the population with mild to moderate iodine deficiency.” In addition to considering scientific literature on perchlorate levels in fruit juices, alcohol beverages, milk, and infant formula and breast milk, EFSA’s Panel on Contaminants in the Food Chain (CONTAM) analyzed 4,731 fruit and vegetable samples to estimate chronic and short-term exposure to perchlorate in the food chain. The report also identified several contamination sources, including natural fertilizers, industrial emissions and chlorine-based products that degrade to perchlorate. According to the CONTAM Panel, which found the highest mean perchlorate concentrations in leafy vegetables and herbs, the average chronic dietary exposure for adults ranged from a minimum lower bound (LB) of 0.03 µg/kg body weight (bw) per day to a maximum upper bound…

The U.K. Advertising Standards Authority (ASA) has upheld two complaints against a website advertising Brewmeister Ltd.’s “Snake Venom” beer as “THE WORLD’S STRONGEST BEER.” In response to the first complaint, which disputed the beer’s stated alcohol by volume (ABV),the agency questioned whether the independent analysis that determined Snake Venom’s ABV differed from the process used for standard beer. Noting that the beer’s fermented alcohol content was concentrated via freeze distillation and possibly augmented with ethyl alcohol, ASA found the advertisement misleading because “consumers would interpret the claim ‘Snake venom 67.5%’ to mean the product had an alcohol volume of 67.5%, as per the standard ABV measure, without having been through any other additional processes to standard beer.” ASA also upheld its own complaint challenging “whether the ad implied the drink may be preferred because of its alcohol or intoxicating effect, and whether the factual information about the strength of the…

The European Commission (EC) and European Food Safety Authority (EFSA) have launched public consultations seeking comments on endocrine active substances and draft genetically modified (GM) plant guidance. In accordance with regulations governing biocides and plant protection products, the commission has asked the public “to help define criteria for endocrine disruptors” as part of its effort to identify and regulate substances that interact with human and animal hormone systems. “Endocrine disrupting chemicals have triggered a substantial debate: there are strong signals from science, there is increasing public and political concern and awareness, while some stakeholders still have doubts,” said European Commissioner for the Environment Janez Potočnik. “Europe is watching—we need these criteria to improve protection and give industry the certainty it requires. Animal rights organization People for the Ethical Treatment of Animals (PETA) is currently engaged in a campaign to ban foie gras production throughout the European Union (EU). Writing in the September 17, 2014, issue of The Parliament Magazine, PETA UK Director Mimi Bekhechi urges readers to sign a letter to EU officials calling on them to stop the production of foie gras, produced by force-feeding ducks and geese to enlarge their livers, in Belgium, Bulgaria, France, Hungary, and Spain. Bekhechi cites scientific evidence as clear proof “that the production of foie gras is not only cruel but also incompatible with the European Commission’s regulations on food production.” According to PETA, more than 200,000 individuals have already signed the letter. PETA also claims that “many animals on foie gras farms are kept in cramped cages that do not comply with Council of Europe recommendations.”   Issue 538

The Dutch National Institute for Public Health and the Environment (RIVM) has released the first part of its bisphenol A (BPA) report, which provides an overview of regulatory and scientific developments through March 2014. Slated for publication in 2015, the second part of the report will assess the European Food Safety Authority’s final opinion on the risks of BPA exposure for consumers; a Scientific Committee on Emerging and Newly Identified Health Risks assessment of patients exposed to BPA; and two advisory reports from the Dutch Health Council on prenatal BPA exposure and BPA analogues. In addition to summarizing what is known about BPA’s environmental impact, the current report addresses human BPA exposure via consumer products, food, medical devices, and inhalation during the manufacture of BPA-containing epoxy resins. The U.K. Advertising Standards Authority (ASA) has upheld complaints against a TV commercial claiming that Kellogg’s “Special K Multi Grain Porridge” contained “30% less fat than other porridges.” According to ASA, which received complaints from PepsiCo Inc. and 14 other competitors, Kellogg Marketing and Sales Co. (UK) Ltd. argued that the advertisement’s reduced-fat comparative claim complied with the Annex to EC Regulation 1924/2006 on Nutrition and Health Claims Made on Food. To this end, Kellogg provided ASA and Clearcast with the data and methods used to conduct product comparisons under this regulation. The company reportedly explained that all varieties of Special K porridges contained 5.5 percent fat or less, whereas the top 75 percent of porridge products on the market contained an average fat content of 7.84 percent. “Kellogg also pointed out than none of the products included in the comparison had a fat content of 5.5% or less,” noted…

The Department for Environment, Food and Rural Affairs (DEFRA) and Food Standards Agency on September 4, 2014, issued a final report evaluating U.K. food supply networks and containing recommendations for government action to address any weaknesses. The government commissioned the report from University of Belfast Professor Chris Elliott following a 2013 incident known as “Horsegate” in which various beef products were found to be adulterated with undeclared horse meat. In response to the report’s eight major recommendations, the government has vowed to establish a Food Crime Unit by the end of 2014. Supported by a number of state, local, federal, and international law enforcement agencies, the Unit will reportedly focus its initial efforts on gathering intelligence about the nature and risks of food fraud. The U.K. Advertising Standards Authority (ASA) has dismissed complaints challenging print and TV advertisements that tout Tesco-brand milk as fairly priced and responsibly sourced. In particular, the complaints alleged that (i) “the image of cows in an open field did not accurately represent how the milk was produced or the conditions in which the cows lived” and (ii) only a small proportion of Tesco’s milk was sourced through the Tesco Sustainable Dairy Group (TSDG). According to ASA, Tesco countered that all of its core milk suppliers must meet industry Red Tractor standards as well as Tesco’s own Livestock Code of Practice, which focuses on food safety, environmental indicators and “welfare outcome measures such as lameness, mastitis, fertility, and animal health.” The retailer also reiterated that core farmers with TSDG “supplied approximately 80% of Tesco’s total milk requirements over the course of the year,” while seasonal farmers provided additional milk during…
