The U.K. National Audit Office has released a report that "examines the effectiveness of the current regulatory arrangements to ensure that food is safe to eat and is what it says it is." The report found that spending on maintaining food safety systems in the country has declined, and some local authorities "are failing to meet statutory objectives to conduct interventions." The agency also purportedly found that the "regulatory system lacks the full range of enforcement powers to ensure businesses supply safe food."

U.K. Environment Secretary Michael Gove has announced that England will ban plastic straws, drink stirrers and plastic cotton swabs beginning in April 2020. The ban includes an exemption for those who use straws for medical needs, and registered pharmacies will be allowed to administer plastic straws. The announcement also indicates that restaurants and bars "will not be able to display plastic straws or automatically hand them out, but they will be able to provide them on request." "Today's announcement follows the success of the government's world-leading ban on microbeads and 5p charge on single-use plastic bags, which has seen distribution by major supermarkets drop by 86%," the announcement states.

The Council of the European Union has voted to adopt measures banning "the 10 single-use plastic products most often found on European beaches," including cutlery, plates, straws, drink stirrers, cups and other food and beverage containers. The ban focuses on products for which alternatives not constructed of single-use plastic are readily available. The decision will take effect 20 days after it is published in the Official Journal of the European Union, and member countries will have two years to implement the legislation in their national laws.

Following the French Agency for Food, Environmental and Occupational Health and Safety's opinion suspending the sale of food products containing titanium dioxide—a food additive appearing in chewing gum, sauces and baked goods—the European Food Safety Authority (EFSA) has issued a statement asserting that no further research has been published that would cause the agency to amend its previous opinion that the substance "did not raise concern with respect to genotoxicity and that it was not carcinogenic after oral administration." EFSA notes that its earlier opinion "identified data gaps and uncertainties that required follow-up by the European Commission by means of a subsequent call for additional data" but that the French opinion did not fill those gaps. The EU agriculture committee has reportedly approved a prohibition on the use of the term “meat” to describe vegetable-based products, including bean burgers, vegan sausages and tofu steaks. The provision would limit the use of “steak,” “sausage,” “burger,” “hamburger” and “escalope” to only describe “edible parts of the animals.” One French politician reportedly described the bill as beneficial for consumers. “We felt that steak should be kept for real steak with meat and come up with a new moniker for all these new products. The European Food Safety Authority (EFSA) is accepting comments on draft dietary reference values for sodium and chloride. The draft values deem 2 grams of sodium and 3.1 grams of chloride per day to be “safe and adequate, considering evidence on the risk of cardiovascular disease on the one hand and nutrition adequacy on the other.” EFSA will accept comments until May 7, 2019.

French fraud investigators have reportedly accused seven kiwi suppliers of stamping kiwis imported from Italy as "French origin." French authorities apparently noticed an influx of French kiwis on the market during the off-season for the fruit, leading them to investigate where the kiwis were sourced. According to The Guardian, investigators found that 12 percent of kiwis labeled as French were imported from Italy, where they can be grown with lower production costs and treated with products banned in France that can result in a higher yield. If convicted, the suppliers may receive prison sentences and €300,000 fines.

Europol announced that it has "dismantled a sophisticated criminal network involved in counterfeiting trademarks and distinctive labels of a famous winery in Florence, Italy, as well as counterfeiting at least 11 000 bottles of red wine." The agency arrested three people, including two members of the same family, who allegedly "sold sports products online as a way to mislead consumers of their activities." According to a press release, the "modus operandi was to prepare bottles of low-quality wine and once ready, would sell them to the Italian and international markets, primarily in Belgium and Germany."

The U.K. Food Standards Agency has opened a public consultation on labeling allergens on prepared food products. The consultation applies to foods “prepacked on the premises in anticipation of an order, before being offered for sale,” such as “fresh (uncooked) pizzas from the deli counter,” “boxed salads,” “hot foods such as rotisserie chicken or wedges,” and “foods that are pre-weighed and packed such as cheese or meats from a delicatessen counter or baked goods from an in-store bakery.” The consultation closes March 29, 2019. The New York Times also addressed food allergen labeling, asserting that regulations in the United States are incomplete. The author notes that label statements indicating the possibility of traces of allergens are unregulated, leading to inconsistent messages, and some common allergens are not noted at all, such as sesame.

The U.K. Advertising Standards Authority (ASA) has ruled that Red Bull Co. made unauthorized health claims about purported benefits of its energy drink on mental focus and concentration. The company's subway advertisement featured cartoon women in an office setting with the text "The Secret to Finishing Early." The ad referenced a consumer initiative encouraging workers to leave the office early one September 2018 day. "The ASA considered that while the ad’s tone was light-hearted, the scenario it presented of being overwhelmed or busy at work was one that would be familiar and relatable to consumers," the agency's assessment summary states.
